Allegedly by Gaius Petronius Arbiter (c.210 BC or c.60 AD) :
“We trained hard … but it seemed that every time we were beginning
to form up into teams we would be reorganised. I was to learn later
in life that we tend to meet any new situation by reorganising; and href=”http://www.enewswire.co.uk/2008/04/10/icelandic-bank-releases-1-billion-euros-liquidity/”>a
wonderful method it can be for creating the illusion of progress
while producing confusion, inefficiency, and demoralisation.”
GPA himself, an associate of Nero, has the later date (~27-66 AD); it
has been suggested that he may not have originated the quotation.
Paul Wright, U of N Dakota, wrote “I first saw your Petronius quote
RE: reorganisation on a wall plaque. It was not, however, attributed
to Petronius, but to (someone) the Navigator associated with the
Greek navy, and the quote was dated ca. 210 BC.”
However, Jim Reeds confidently states that the quote is a modern
invention - mid-c20.
Geoffrey A. Landis wrote :- This quote is a fabrication. It comes
from Robert Townsend’s book Up The Organization. Petronius didn’t say
it.
